They've contracted with Titan Media to sell ads. I think this is the CTA's best interest as the contractor is more motivated than the CTA to ensure all available ad space on CTA vehicles is sold, thus maximizing revenue for both organizations. Wasn't the video game ad denial in some recent lawsuit, either in Chicago or elsewhere in the country?
