Redesigning North Avenue to better serve its purpose: shopping

In December, I was walking down North Avenue (near Clybourn Avenue and Halsted Street) in Lincoln Park. Something I’ve noticed before, not only when walking but also on the rare occasion where I’ve driven, is that North Avenue is a very narrow, fast street with narrow sidewalks:

There are at least 50 stores/restaurants along/just off of North Avenue. Many of the storefronts are recessed back from the sidewalk (either to create a small plaza or because there is a parking lot). Kudos to the few stores that decided to recess their stores to create a plaza/wider walkway, as the sidewalks are very narrow and the existing street furniture (where it actually exists) doesn’t do much to make pedestrians feel safe from fast-moving traffic on North Avenue. Since Checkerboard City, my weekly column that runs in print in Newcity magazine, is limited to about 1,000 words, some good material from my recent interview with bike-friendly 39th Ward Alderman Margaret Laurino wound up on the cutting room floor. She had interesting things to say about bringing bike sharing to her district, as well as plans for extending the North Branch trail 4.2 miles south south to Foster Avenue. The latter will make it possible to bike roughly 25 miles from Belmont and the Chicago River in Lakeview to the Chicago Botanic Gardens in north suburban Glencoe on an almost entirely car-free route. We’ll get you more details on that exciting project in the near future.

Are there any transit improvement projects going on in your ward?

I think that any improvements that have happened have actually already happened. One of them that I happen to be interested in because of the current ward re-map – you know we’re picking up new areas that we hadn’t had before. The one that I’m going to focus on is that Forest Glenn Metra stop where once again I want it to be a little bit more bike-friendly. I want people to once again be able to bring their bicycles to that stop and then hop on the train and go downtown. I don’t know how many people in my community are actually hopping on a bike, getting on Elston Avenue and actually going all the way downtown. I don’t think that’s happening too much. But getting to the train station on your bicycle… what do we call it, the last mile?

Exactly, yeah.

The last mile, that’s something that I want to really concentrate on. So I’m going to hopefully do that with Metra in cooperation with the city of Chicago there. And then I’d very much like to see a bike share [rental kiosks] at our universities in our ward. The one that I’m really going to push is going to be at Northeastern Illinois University because it’s a commuter college. I’d like to see a bike share [kiosk] on, say, Bryn Mawr. Then they can just rent their bikes, hop on Kimball, which isn’t a bad street for biking and get to the Brown Line at Lawrence and Kimball.

Next South Shore alderman must expand and protect existing transit

Applications are being accepted by Mayor Email until Friday, January 25 at 5 PM.

Alderman Sandi Jackson of the 7th Ward, which includes South Shore, South Chicago, Rainbow Beach, and Jeffery Manor, resigned effective Tuesday. Mayor Emanuel has 60 days from Tuesday to appoint a successor and hinted at the process in which he would vet candidates. A website will be launched today; people can submit applications to be considered for the job by a panel of four – yet unnamed – community representatives.

The Chicago Tribune reported, “The next alderman for the South Side ward must have a record of ‘community involvement and engagement,’ the mayor stated in a news release. Emanuel hopes to pick the replacement by mid-February.” On Sunday, the Chicago Tribune speculated as to who might be jockeying for the position.

I talked to four residents in the South Shore neighborhood about the transportation issues and assets to understand the needs in the community that the next alderman should address. Community members are organizing rapidly: two of the three residents I interviewed, independently, knew of each other through a brand new organization called Reclaiming South Shore for All (RSSA), led by Mia Henry. Henry was planning for an RSSA meeting when I caught her on the phone; she only had time to convey that the Jeffery Jump “was a good move for people” in the neighborhood. Talking transportation with 39th Ward Alderman Margaret Laurino

As “mini mayors,” Chicago aldermen have a huge influence on the kinds of projects that are built in their districts. For example, a handful of aldermen have opted to use “menu money” discretionary funds to stripe additional bicycle lanes in their wards or bankroll innovative transportation projects, like the Albany Home Zone traffic-calmed block in Logan Square. On the other hand, they can stand in the way of progress, as when former 50th Ward Alderman Berny Stone put the kibosh on a bike bridge over the North Shore Channel in West Rogers Park.

39th Ward Alderman Margaret Laurino’s Far Northwest Side district includes parts of the Albany Park, North Park, Sauganash, Mayfair, Independence Park and Old Irving Park neighborhoods. The chairman of the City Council’s Pedestrian and Traffic Safety Committee, she’s probably best known to cyclists as the sponsor of a new ordinance that bans texting and talking on cell phones while cycling. But she’s actually one of City Hall’s outspoken advocates for sustainable transportation.

As part of our ongoing project to interview all fifty of Chicago’s aldermen about sustainable transportation issues in their districts, I recently caught up with Laurino at her ward service office, 4404 West Lawrence, to get her views on walking, biking and transit issues in her ward and citywide.

Does aldermanic prerogative undermine Chicago’s Pedestrian Street ordinance?

“So who is the amazing architect who designed the new McDonalds…with a utility door facing Milwaukee Ave.?  Is there some sort of safety reason for an ugly utility door being placed at that spot, in the front of the restaurant??”

Good question. This message, posted December 6 to the Logan Square Yahoo! Group, a neighborhood online discussion board, can be read as more than a criticism of the architecture of the newly rebuilt McDonald’s at 2707 N Milwaukee Avenue, as it recalls a controversial decision – and some unfinished business – for Logan Square pedestrians.

For those unfamiliar with the issue, a quick primer:

Chicago’s City Council established the “Pedestrian Streets” (“P-Streets”) ordinance to “preserve and enhance the character of…pedestrian oriented shopping districts…[and] to promote transit, economic vitality and pedestrian safety and comfort,” and this designation was applied, among other locations citywide, to Milwaukee Avenue between Kedzie and Sawyer.

When the owners of the McDonald’s located within this area decided to build a new store at their existing location, they turned to Alderman Colón for relief from restrictions imposed by the P-Street designation that would have prohibited their drive-thru operation.  In November 2011, Alderman Colón introduced a controversial ordinance (adopted June 2012) removing the area from the list of P-Streets so McDonald’s owners could obtain the necessary permits for the curb cuts and drive-thru.

How far does your expressway avoidance take you?

It wasn’t until I wrote this post that I realized that there is no bus route on Kedzie Avenue making this bus stop’s location quite ridiculous. There are bus stops in both directions on Belmont Avenue that are actually near businesses and residences. Explore on Google Street View.

I shop for groceries mostly at Aldi. The one nearest my house is 3,725 feet by walking (about 0.71 miles), the Avondale Aldi. The next closest store is 11,102 feet away (about 2.1 miles), the Lincoln Square Aldi, and the third closest is 11,599 feet away (about 2.2 miles), the Wicker Park Aldi. I live at Belmont and California, in Avondale.

I shop at the third closest one the most often. The Wicker Park Aldi is at Milwaukee Avenue and Leavitt Street. The reasons I shop here instead of the other two, considering that it’s two-thirds closer to home, are based on two travel factors: trip chaining (the practice of attaching multiple trips into the same one so one leaves the house less often), and trip quality (the characteristics that make the trip interesting, not interesting, safe, and unsafe). A trip, as counted by transportation planners like myself, is movement from one address to another.

For example, the Chicago Transit Authority counts trips taken on its buses and trains as “boardings”, each time a passenger pays for the bus or passes an ‘L’ station turnstile. When people change routes on the same platform or station, this additional trip isn’t counted because there’s no mechanism to do so. A person who takes a bus to an ‘L’ station is counted twice in CTA’s reports (note 1).
