Next step in building the Dearborn PBL: CDOT starts striping this weekend

Here’s some good news to kick off your weekend. CDOT announced today that they will begin striping the Dearborn Street two-way protected bike lane this weekend and hopefully have the facility ready to ride by mid-December. Here’s hoping that backlash to this “game-changing” new facility will be minimal, so Chicago won’t have to endure another Battle of Dearborn.

Here’s the full text of the CDOT press release for your consideration:

The Chicago Department of Transportation (CDOT) will take advantage of favorable weather this weekend to begin the installation of the Dearborn Street two-way barrier-protected bike lanes, beginning late Friday night, November 30th. It will be the first two-way bike route with dedicated bicycle traffic signals in Chicago.

“We are committed to improving the safety for all roadway users throughout Chicago,” said CDOT Commissioner Gabe Klein. “The Dearborn Street barrier-protected bike lanes will provide bicyclists with a safe and comfortable route, making a key connection for people who commute via bicycle through the heart of the Loop.”

CDOT will open the two-way protected bike lane for bicycle traffic only after all striping, signage, bollards installation and traffic signal timing are complete by mid-December, weather permitting.

For motorists, new left turn lanes and dedicated left turn arrows at westbound cross streets will allow for more efficient turns off Dearborn. Loading zones will also be clearly marked to ensure their proper use.

CDOT has been working to notify the neighborhood about the Dearborn project through meetings with the surrounding businesses, neighborhood organizations and local elected officials.

CDOT will begin work at Polk Street and continue north with the goal of completing the roadway striping this weekend and officially opening the new bike lanes by mid-December, weather permitting. The estimated construction schedule is as follows:

· Friday night (11/30) into Saturday (12/1): the west curb lane and the western-most travel lane on Dearborn Street between Polk Street and Madison Street will be closed. Motorists will be able to pull to the curb for delivery or loading operations, but parking will be prohibited on the west side of the street.

· Saturday night (12/1) into Sunday (12/2): the west curb lane and the western-most travel lane on Dearborn Street between Madison Street and Kinzie Street will be closed. Motorists will be able to pull to the curb for delivery or loading operations, but parking will be prohibited on the west side of the street.

· Parking will generally be prohibited on the west side of Dearborn throughout the weekend, as striping work is performed from Friday at 9p.m. to Monday at 5 a.m. As construction crews move north after finishing each block, the new parking lane will be reopened, which will be situated between the two-way protected bike lane and the motor vehicle travel lane.

This stretch of Dearborn Street will continue to be one-way northbound for vehicle traffic. With this project, which Mayor Rahm Emanuel announced this summer, Dearborn will function as a two-way street for bicyclists, with southbound bicyclists located adjacent to the west curb and northbound bicyclists located between southbound bicyclists and parked cars. To install the protected bike lanes, one motor vehicle travel lane will be removed between Polk Street and Wacker Drive.

Every intersection will have bicycle traffic signals to provide guidance for southbound bicyclists, and to separate northbound bicyclists from motorists turning left off Dearborn Street onto westbound cross streets. The bike traffic signals were installed in mid-November, and will be activated when the bike lanes are complete.

“The Dearborn Street two-way protected bike lane project will balance roadway space to ensure pedestrians, transit users, bicyclists and motorists can travel along and across the street safely,” Klein said.

Is there any point in pushing the walk signal button?

Q: Do those push-to-walk buttons at intersections work or are they just a placebo?

A: The New York Times reported that NYC deactivated most of its pedestrian switches in the ’80s, but thousands of sucker buttons were still in place in 2004. Chicago Department of Transportation’s Brian Steele assures us this isn’t the case here. “When you press it, it activates the walk signal [into the don’t-walk cycle] and lengthens the green,” he says. Does rapid-fire jabbing help? No, says Steele. “It’s like an elevator— pushing once is enough.”

Some newer stoplights are programmed so that, late at night, side streets never get a green unless a waiting motorist or ped is detected. Under-pavement sensors automatically register cars, but if you don’t notice the button, you’ll never get a signal. Yes, it’s unfair, but Steele promises CDOT is researching pedestrian-triggered automated-walk signals. [It appears nothing happened with this – it might be worth looking into again.]

Around midnight, stopwatch in tow, we tried to cross busy Chicago Avenue at sleepy Paulina Street and found Steele’s right. If we pushed the button in any manner, or if a driver was also waiting to cross, we’d get a walk signal in about a minute. Not pressing meant our light stayed red indefinitely. So as Curtis Mayfield sang, “Keep On Pushing.”

Open thread: Should the Illinois legislature grant driver’s licenses to illegal immigrants?

The Illinois legislature is expected to consider a bill to allow people here illegally to obtain a driver’s license after going through the same procedures as people who are currently allowed to obtain a driver’s license (exams and fees, etc.). The bill is still being drafted.

This is an “open thread”, designed to spark a discussion. I’ve attempted to present all the latest news and facts on this issue, but I’ve not found any opposing viewpoints except for a debate in Michigan (see Further reading at the end). 

On Friday, November 16, the Chicago Sun-Times editorial board called for legislation to be passed, citing these benefits:

  • To get the licenses, illegal immigrants would have to pass the same vision, written and road tests as someone getting a regular license. If that leads to more driving training, it could make the roads safer.
  • Police officers making a stop would know who is driving the car. With the threat of deportation lessened, illegal immigrants would have less of a motivation to leave the scene of an accident.
  • Families would be less likely to see a family member deported after a routine traffic stop.
  • Health care providers would have an easier time identifying patients. If an illegal alien with contagious spinal meningitis goes into a coma, for example, it’s difficult to identify the patient’s contacts, who need to be treated. A visitor’s license would make that possible because it would contain personal data.
  • Backers of the measure say New Mexico experienced a huge drop in the number of uninsured drivers after licenses were made available in 2003. That doesn’t square, however, with numbers from the Insurance Research Council, which lists New Mexico as the state with the second-highest number of uninsured drivers. But if granting visitor’s licenses persuades even some illegal immigrants to get insurance, that could lower rates for all of us and benefit accident victims.

Desplaines boss, Desplaines! A new protected bike lane takes shape

This is an exciting moment for cycling in Chicago as the department of transportation races to meet its goal of reaching a total of thirty miles of protected and buffered bike lanes before it gets too cold to lay thermoplastic. As Steven wrote yesterday, CDOT began installing new traffic signals last weekend for the eagerly awaited, two-way protected lane slated for a 1.2-mile stretch of Dearborn Street between Polk and Kinzie streets.

Since Mayor Emanuel himself declared the lane would be built this fall, if the weather holds up it’s likely this “game-changing” facility will soon be completed. As the first protected lane in the central Loop and the first two-way protected lane, Dearborn will probably draw some criticism from the anti-bike crowd. But the 4,500 signatures the Active Transportation Alliance recently collected in support of the lane prove that plenty of Chicagoans are looking forward to getting a first-class downtown bike commuting route.

Grid Chicago readers alerted us that CDOT also began striping new protected bike lanes on Desplaines Street in the West Loop last weekend, so yesterday afternoon I pedaled downtown for a look-see. From Kinzie to Fulton Street, a two-way section, the department is putting in “enhanced” shared lane markings, the same type that were recently installed on Wells Street south of the river. These markings encourage cyclists to ride in the middle of the lane; presumably “Bikes may use full lane” signs will be installed, as they were on Wells.

Construction update: CDOT readies Dearborn Street cycle track with bicycle signals

There are four new signal heads in this photo. The worker I talked to said that one is for left-turning drivers, one is for northbound bicyclists, one is for northbound drivers, and one is for southbound bicyclists. 

Chicago Department of Transportation Bureau of Electrical Operations workers were out in force on Saturday and Sunday installing new traffic signal poles and signals. The Dearborn Street cycle track project, a two-way bike lane on the left side of the one-way road, includes bicycle signal heads pointing north and south. Also new are signal heads for northbound Dearborn Street traffic that will turn left across the cycle track.

Fatality Tracker: 44-year-old pedestrian killed in hit-and-run crash in West Rogers Park

Update November 17, 09:30: The driver turned himself in on Thursday. Fernando Jasso Perez, 23, has never had a driver’s license. “Cook County Judge Donald Panarese Jr. set bail at $750,000 for Perez, who was charged with reckless homicide and failure to report the crash” (source). The Chicago Sun-Times published an editorial Friday urging state legislators to create a visitor drivers license for illegal immigrants. One of the benefits they espoused? “Police officers making a stop would know who is driving the car. With the threat of deportation lessened, illegal immigrants would have less of a motivation to leave the scene of an accident.”

Tsering Dorjee, a 44-year-old Tibetan man from India, was killed in a fatal hit-and-run crash on Monday around 6 PM in the 6400 block of N Maplewood Avenue in West Rogers Park and police are still looking for the driver, according to the Chicago Tribune.

Dorjee worked in the Cook County Clerk’s office and was the president of the Rogers Park Chamber of Commerce.

“It’s very distressing and very disappointing because, in our community, we have very few deaths but they are natural – sickness or old age,” [Lhakpa] Tsering said [president of the Tibetan Alliance of Chicago]. “This is the first time a hit-and-run has taken a life in our community.’”

The car was described as a dark blue Volkswagen Beetle with the Illinois license plate P121817. Police asked anyone with information to call 312-745-4521.

Dorjee’s brother-in-law, Dakpa Jorden, 46, “was also injured in the collision and suffered a fractured neck and leg”, according to the Chicago Sun-Times.
