Making bus transit a priority on Western and Ashland Avenues

Riders for Better Transit is reaching out to bus riders across the city to inform them about plans to build better bus service on Western Avenue or Ashland Avenue (or both?). They visited six bus stops last week with informational posters. Lee Crandell, campaigns director for Active Transportation Alliance, was staffing the exhibit at 18th Street and Ashland Avenue in Pilsen when I visited last Wednesday. One goal of the outreach, Crandell said, was to “make a public meeting in the street for those who couldn’t attend” the static meetings.

When I arrived, Enrique Rico was waiting for the northbound Ashland 9 bus. I noticed the next bus was coming so I tried to ask Rico a quick question before leaving, starting with if he had heard of BRT (bus rapid transit) before now. He said he hadn’t, but Crandell informed me that Rico had told him earlier he was familiar with the enhanced bus services in Mexico City. The Metropolitan Planning Council, a major sponsor of this traveling exhibit, had sent a few of its staff members to Mexico City to explore the 4 line Metrobús system that opened in 2005. New transportation bill passes: Would an extension of previous bill have been better?

The Senate and House of Representatives finished their conference on Friday, June 29, to finalize the new surface transportation bill. The bill is responsible for making it legal for the federal government to collect gas taxes and manage the Highway Trust Fund and its Mass Transit Account, disbursing revenues to road, transit, railroad, water, bicycling, and pedestrian transportation infrastructure projects. The previous bill, known as SAFETEA-LU, was extended for 1,000 days since its original expiration in 2009. The new bill is known as MAP-21 and will expire September 30, 2014, for a total duration of 27 months. President Obama is expected to sign the bill, H.R. 4348, on Friday.

There are many changes, good and bad, between the two bills that have transit, bicycling, and pedestrian advocates disappointed. Continue reading New transportation bill passes: Would an extension of previous bill have been better?

Talk, Forrest, talk! The CTA chief responds to our transit questions

Yesterday the Chicago Transit Authority gave a handful of transportation bloggers the opportunity to meet with CTA President Forrest Claypool at the agency’s headquarters and ask him about the state of the agency and its future projects. Steven and I were joined by our colleagues Patrick Barry, filling in for Kevin O’Neil from CTA Tattler, and Kevin Zolkiewicz from Chicago Bus, who also contributes to Grid Chicago.

During the freewheeling 45-minute discussion Mr. Claypool patiently answered any and all of our queries about the transit authority’s sometimes controversial decisions. He was particularly candid about the upcoming Jeffery Corridor Bus Rapid Transit initiative, volunteering his opinion that this pilot project isn’t really bus rapid transit, but rather a step in the right direction. Here are a few of Steven’s and my questions and Mr. Claypool’s responses.

More on the Chicago Forward Action Agenda: Congestion mitigation, truck deliveries, bike messengers

The Chicago Department of Transportation on May 11 released its 100-page, two-year plan to “ensure that Chicago continues to be a vibrant international city, successfully competing in the global economy with a transportation system that provides high- quality service to residents, businesses, and visitors”. That’s the Chicago Forward Action Agenda’s vision statement. Grid Chicago talked to CDOT commissioner Gabe Klein that day about the plan’s development, role in shaping the transportation systems in the city, and select performance measures and action items. In the first part, we discussed the deep partnership with CTA and CDOT, public outreach for the plan (via the Pedestrian and Streets for Cycling planning processes), and eliminating all traffic fatalities. In this part, we talk about congestion, enfacing and consolidating loading zones, and bicycle and truck deliveries.

There are many performance measures that don’t seem to be performances measures at all. For example, “improve CTA’s on-time performance” on page 41. So if you improve it 1% over 10 years, has the plan achieved the right level of performance?

That’s a very fair criticism. What you have to understand, we don’t run CTA. What we’re trying to do there is let people know that that’s a goal we’re working on. I can very much see your point. In some cases, we just can’t give measurable goals because it wouldn’t be fair to that agency.

It’s not going to be perfect, but I’d rather put something out and actually have goals for the agency, even if we don’t hit 100% of the goals, but 90% of the goals, than have a perfect plan. Metropolitan Planning Council (MPC) provided high-resolution images of their renderings of what bus rapid transit (BRT) might look like in Chicago, specifically on two routes they recommend in their August 2011 study report. BRT update: what you should know before the comment period ends Wednesday

As part of the federal public planning process, the Chicago Department of Transportation (CDOT) is required to hold at least one public meeting for any project funded by federal grants. This is the case with the Central Loop BRT project for which an open house was held Wednesday, May 2, 2012. CDOT requests comments about the project, to go on public record and to be included in a submission to the federal government, to be submitted by May 9.

What is BRT?

In as few words as possible, it’s a bus system that offers the some of the advantages associated with rail service.

From CDOT’s fact sheet handed out at the open house, “BRT is a term applied to a variety of bus service designs that help provide faster, more efficient and more reliable services than an ordinary bus line.” “True” or “gold standard” BRT systems include these four critical elements:

  1. Dedicated lanes that no other motor vehicles can use. The Central Loop BRT project will have dedicated bus lanes with tinted pavement.
  2. Off-board fare collection. you pay before you get on the bus to speed boarding. This will not be present in the Chicago projects.
  3. Signal priority at intersections, letting the bus go first when it’s green. The Central Loop BRT project will have this.
  4. Level boarding. No stepping up or down from the bus to the street. Of the three scenarios, the “Basic” scenario would not have this. “Balanced” and “Focused” would.
