Portland’s Mia Birk gives Chicago a pep talk on handling the bike lane backlash

Last week Steven and I attended Active Transportation Alliance’s 25th anniversary celebration, where we heard legendary transportation guru Mia Birk deliver an inspiring speech to the crowd of city officials, transportation planners and advocates. Birk helped turn Portland, Oregon, into a cycling Mecca when she served as bike coordinator there in the 1990s and now heads Alta Planning + Design, specializing in biking, walking and trails projects.

Birk gave a warning about the media backlash that is likely to result as Chicago implements Mayor Emanuel’s plan to construct 100 miles of protected bike lanes (and launch a large-scale bike share system and build the Bloomingdale Trail and Navy Pier Flyover). She also offered some words of encouragement about how to deal with this criticism.

Moving words at Active Transportation Alliance’s 25th anniversary gala

Last week dozens of key players in Chicago’s sustainable transportation scene gathered under one roof at the Illinois Institute of Technology (3241 S Federal St) to help Active Transportation Alliance (formerly Chicagoland Bicycle Federation) celebrate 25 years of advocacy.

Joining them was U.S. Department of Transportation Assistant Secretary Polly Trottenberg, there to accept Active Trans’ Extra Mile Award to U.S. Transportation Secretary Ray LaHood for his leadership in providing safety initiatives and sustainable transportation to local communities. Also in attendance were two legendary transportation gurus: Mia Birk from Alta Planning + Design in Portland, Oregon, and “Gridlock” Sam Schwartz from Sam Schwartz Engineering in NYC.

It was an inspiring celebration and a terrific opportunity for Steven and me to network and learn more about local initiatives. While the $150-a-plate price tag was understandable for an upscale fundraising dinner for Active Trans, it was a bit steep for a couple of humble bloggers. Fortunately, Ben H. and Suzanne C. generously offered us seats at their tables so we could report on the event for you.

Was Emanuel saying he would use congestion parking tax for bike lanes a fluke?

It’s been a week and a day since Mayor Emanuel gave a speech to Chicago City Council describing the 2012 budget his administration proposes. In that speech he proposed a $2 per weekday tax on people who park in garages downtown and in River North, in order to “invest in new and existing stations, and bus rapid transit stations, expand bike lanes, and other efforts to reduce congestion in the downtown area”.

In the past eight days, it’s been announced that this “congestion premium” would help pay to construct a new Green Line station at Cermark Road, within blocks of McCormick Place, and help launch a bus rapid transit (BRT) system.

But not a single repeat mention of bike lanes. It wasn’t in the press release, no newspaper is talking about it, and the mayor himself hasn’t mentioned it again. To make sure I wasn’t misreading things or hearing him say it wrong, I took a screenshot of the live transcript on the City Clerk’s website.

Fourth line from the bottom and you see “bike lanes”. Right now the city is using general revenue funds to pay for the installation of protected bike lanes; using its own tax revenues for bikeways is something the city has rarely done – the bulk of all bikeway installation is paid for by federal (80%) and state funds.

A car-free exodus to Zion

There’s a bunch of state parks near Chicago accessible by commuter rail and/or bicycle including Indiana Dunes, Chain O’ Lakes and Kettle Moraine. But the easiest, oddest camping trip you can take without a car is a weekend excursion to Illinois Beach State Park in Zion, hometown of the band Local H, near the northeast corner of the state. After zero public input on protected lanes so far, community meetings are on the horizon

I was recently quoted in the Chicago News Cooperative and The New York Times about protected bike lanes. I said, “There’s been zero public outreach on where the bike lanes should go“. I think it’s a powerful statement.

Progression of bike sharing RFP: deadline is approaching

Updated October 16, 2011, to add more information about the station selection task order and provide it for download. 

Proposals for Chicago’s large scale bike sharing system are due to the City of Chicago on or before October 25 – that’s 12 days away! The request for proposals (RFP) was issued on September 21, 2011. I and 29 others attended the pre-proposal conference a week later at City Hall (121 N LaSalle St) on September 28 to meet with Jacoby Radford, contract negotiator with the Department of Procurement Services (DPS), Scott Kubly, the head of the bike sharing project at the Department of Transportation (CDOT), and Ben Gomberg, Bicycle Program coordinator (CDOT).

It seemed that the purpose of the meeting was to get know who vendors would be working with at the City and who they would be up against in the proposal process. Some new information was provided, and Scott explained the City’s aims in building a bike sharing system. But any answers given by the City to attendees were “not official”.
