Englewood Flyover broke ground today – will save 7,500 hours of Metra delays annually

I woke up this morning and saw Gabe Klein tweeting about a groundbreaking ceremony for CREATE P1 (known as the Englewood Flyover), one of the nation’s most important projects (actually a group of 67 projects). It separates freight from passenger rail traffic, and upgrades facilities for smoother and faster switching and travel. The Englewood Flyover will elevate Metra Rock Island District trains (north-south) over Norfolk Southern and Amtrak trains (east-west) in the Englewood and Grand Crossing neighborhoods.

According to the project description on the CREATE website“Metra riders experience more than 7,500 annual passenger hours of delay” – this will be eliminated.

The bridge will be built big enough to carry three tracks (where there are two now) over five tracks (where there are three now). The bridge will begin at about 5700 S LaSalle Street and end at about 6900 S Princeton Avenue. Recovery/stimulus money will pick up most of the construction tab:

The $133 million for the Englewood Flyover includes $126 million in federal funding leveraged through $6.6 million from Governor Quinn’s six-year, $31 billion Illinois Jobs Now!, the largest capital program in state history. A consortium of railroads involved in the CREATE program earlier contributed $3 million toward design costs. (Decatur Tribune)

Illinois Jobs Now! is the capital expenditure plan from Governor Quinn that was signed in 2009 and supported by bonds (debt), and fee and tax increases. The event was also an opportunity to promote President Obama’s American Jobs Act, as Transportation secretary Ray LaHood attended alongside Representative Dan Lipinski and other “politicos”.

Ray, on his Fast Lane blog, wrote more about the impact on jobs:

 A strict “Buy America” requirement ensures U.S. manufacturers and workers receive the maximum economic benefits from this federal investment.  This means that the Englewood flyover project will create nearly 1,500 jobs.

Can Saturday’s Open Streets on State Street convince City Hall to fund the next ciclovía?

The question is, can Chicago do on State Street what New York City already does successfully, not on Broadway but on Park Avenue; what San Francisco does on Grant Avenue; and what Bogotá, Colombia, does on Calle 11?

Born in Bogotá, “ciclovía” (Spanish for “bike path”) events close streets to motorized traffic, creating safe spaces for citizens to bicycle, jog, stroll, play and mingle, encouraging healthy recreation and social interaction. Ciclovías are now popular around the world, and most of America’s bike-friendly major cities are holding successful events, but the model still hasn’t gained a foothold in Chicago.

This could change after Saturday’s Open Streets on State Street ciclovía, when for five hours the sight, sound and smell of hundreds of automobiles, cabs and buses on the famous thoroughfare will be replaced by thousands of people enjoying a giant block party. The free event takes place from 10 am to 3 pm, with State Street closed to traffic between Lake and Van Buren. Vehicles will be permitted to cross the route at Madison and Monroe.

Lakefront Trail lighting and (illegal) Bloomingdale Line access points

I recently fielded a couple different questions from Time Out Chicago readers about current and future Chicago greenways. I felt a little funny about giving people instructions on how to get up on the Bloomingdale Line, which is still Canadian Pacific Railroad property and has “No Trespassing” signs posted. But until the railroad does a better job of securing the line or the City of Chicago steps up and takes ownership of the right-of-way (which should be any day now) and erects more effective fencing, people are going to continue to go up there to stroll, jog and hang out anyway.

Emanuel touts “swat team” CTA station renewal; advocates rally against federal cuts to transit

Yesterday was a busy one for transit-related press events in Chicago. In the morning Mayor Rahm Emanuel and Chicago Transit Authority (CTA) President Forrest Claypool appeared at the Logan Square Blue Line station, my local stop, to announce their plans to clean and rehab 100 stations within the next year at a cost of $25 million. In the afternoon public transit workers and boosters railed against a Republican proposal to slash more than a third of federal highway and public transportation funding.

I’ve often wondered why the CTA has allowed some of its stations to become so shabby when other systems, like Washington, D.C.’s Metro, have much more appealing facilities. Logan Square was a good example, with crumbling plaster, a dingy, cave-like platform tunnel, and an eternally dripping platform tunnel ceiling. Dismal conditions like these breed discontent from regular customers and discourage potential riders from using transit instead of driving.

Tell Senate to pass clean extension to surface transportation bill

The House has passed a “clean extension” (the eighth one) of SAFETEA-LU on Tuesday, September 13, 2011. That’s the legislation that collects the 18.5 cents per gallon federal gas tax and distributes it to road, transit, pedestrian, and bicycle projects around the country. It’s already passed the Senate’s Environment and Public Works Committee, but not yet the full Senate.

A “clean extension” means extending the existing legislation without amendments. Now’s not the time to debate amendments. Congress has had over two years to do that. They need to extend the legislation and then work faster on creating a replacement bill for surface transportation that reflects our nation’s current priorities, as the extension would only last until March 2012.

Additionally, some Congresspersons desire to remove a piece of the surface transportation legislation called Transportation Enhancements. This is a subsidiary funding mechanism that is often used to build bicycling trails, sidewalks, crosswalks, and more. (Bike lanes in Chicago are majority funded by grants from the Congestion Mitigation and Air Quality subsidiary funding.)

Would residents of northeastern Illinois tax themselves for transit?

Rahm Emanuel said he would help the Chicago Transit Authority (CTA) find whatever money possible to fund an extension of the Red Line’s Dan Ryan branch to 130th Street. That project will have four new stations (view map); the construction will most likely be majority paid for by the federal  government (the capital costs). But the federal government won’t pay for the CTA’s new costs from operating the extension. Or any operating costs (note 1). The CTA and Mayor Emanuel are also pursuing bus rapid transit (BRT), a faster moving bus route. Continue reading Would residents of northeastern Illinois tax themselves for transit?
