Bike lane distribution and equity in regards to the Streets for Cycling Plan 2020

Residents of the 35th Ward leave their comments on where the bikeway network needs help at a public meeting in September 2011. Alderman Rey Colón attended the meeting, operated by Active Transportation Alliance and Sam Schwartz Engineering. 

The first meeting to give city staff input on where to implement bikeways and bikeway fixes arrives in two Saturdays on December 10, 2011, at 23 E Madison (from 10 AM to 4 PM). The open house represents the launch of the Streets for Cycling Plan 2020, what the Chicago Department of Transportation (CDOT) has been talking about since June 2011.

Grid Bits: Street crossings

Queen’s Landing won’t look like this on Friday: there’ll be a crosswalk and signal here. 

As you consider how you’ll walk to the store tomorrow for some gifts from our guide, know that several people are trying to make street crossings safer. This post is a roundup of different news about how street crossings are changing (for the better) in Chicago.

1. Queen’s Landing

I briefly reported on this two Sundays ago in Grid Shots: Pedestrian access edition. The new crosswalk opened today.

2. Crossing Western Avenue in the 47th Ward

In Alderman Pawar’s email newsletter on Wednesday, he mentioned that he requested CDOT to improve pedestrian signal timings at Western and Sunnywide, Western and Irving Park, and Western and Waveland. “Over the summer I learned that families, school children and senior citizens in our ward have experienced trouble crossing [these intersections]”. Did you get a response to your comment about the Damen/Elston/Fullerton project?

In my article on Steven Can Plan about the project to recreate the six-way intersection of Damen, Elston, and Fullerton Avenues, I asked readers to submit comments to the project manager. I received a response to my comments on November 10, 2011, and I know of at least one other person who received a response to his comments. (This was back in April 2011.)

If you also received a response, I’d like to read it and share it here. The responses will help us understand the status of the project and how the design process is going. Perhaps if the intersection has room for safe cycling, then people won’t feel the need to cycle on the sidewalks.

Last month while exploring bits and piece of trails and riverwalks that run alongside the North Branch of the Chicago River, I biked over the Cherry Avenue Bridge, an old railroad bridge connecting Goose Island to North Avenue. The Chicago Department of Transportation (CDOT) recently converted the bridge to serve pedestrians and bicyclists, with rubber between the rails and the decking to make the surface safer to pedal over.

But I was alarmed to see a sign reading “Caution / Active Rail / Yield to Trains.” Was I really in danger of being flattened by a locomotive? I tracked down the project manager, chief bridge engineer Daniel Burke, to get the skinny.

Replacing the gas tax with distance-based charging

In the future, you may receive a bill that shows you a map of where you drove and how much you owe. The map above shows an actual, circuitous route I took from Avondale to the Loop, and was generated by a GPS device I carry. 

This is part two of two about a seminar in October about infrastructure funding and financing held by the Metropolitan Planning Council at their office at 140 S Dearborn. The first article talked about innovative ways to fund construction of highways, airports, transit, and other capital-intensive projects. The final speaker, Dr. Paul Hanley from the University of Iowa, talked about charging drivers based not on how much gas they use, but the distance they drive. This is known under several names but here I’ll be using “mileage charge” (see note 1).

A mileage charge can make up for the loss of gas tax revenues that’s happening because of an improvement in cars’ fuel efficiency, and that Americans as a whole are driving less. It would also charge those who drive electric cars; the current gas tax system, in essence, has those who drive the least efficient automobiles pay more for 100 miles of driving on roads than those with the most efficient automobiles. Each jurisdiction you drive through could have a different charge, similar to how each state, county, and city can charge a different rate for gas taxes (see note 2).
