Making cities safer for cyclists and pedestrians: Today’s NYT’s “Room for Debate”

I said this in Safer roadway designs: How Danes make right turns and When you build for youngest, you build for everyone. Today’s “Room for Debate” on the New York Times website features four experts talking about how to make cities safer for cyclists and pedestrians. Each of the four have a different response to the introduction’s strategy for reducing fatalities, which is that New York City should take a “broken windows” theory approach to cracking down on traffic violations. Much credit is given to this theory and the police’s approach to petty crimes in the 1980s and 1990s in reducing crime overall, citywide (read more about this). CDOT proposes road diets, protected bike lanes for King, 31st and 55th

I’m always happy to pay a visit to my old stomping ground of Hyde Park-Kenwood. So Monday afternoon I took advantage of a nice southbound wind and pedaled down the lakefront to Kenwood Academy for a 4th Ward community meeting hosted by Alderman Will Burns. At the assembly Chicago Department of Transportation (CDOT) bike planner Mike Amsden gave a presentation about the CDOT’s plans to install protected bike lanes and buffered bike lanes on the Near South Side. The new facilities would be part of the city’s Streets for Cycling plan to install 100 miles of protected lanes and some 150 miles of other innovative bikeways over the next few years.

Here’s a map of the proposed locations in or near the 4th Ward. As Amsden outlined at the meeting, these streets would be undergoing “road diets,” removing and/or narrowing car travel lanes to make room for the new bike lanes. Additional benefits would include discouraging speeding and other reckless driving behavior, as well as reduced crossing distances for pedestrians. Neighbors propose new plan for Logan Square traffic “free for all”

If you receive 35th Ward Alderman Colón’s newsletter, you would have seen in December a couple graphics and short description of a Logan Square “reimagination”, or rather, the Logan Square Bicentennial Improvements Project. The “square” of Logan Square is really circle at the confluence of Logan Boulevard, which ends here, Kedzie Avenue (which goes around the west side), and Milwaukee Avenue (which cuts the square).

Three Logan Square residents, Charlie Keel, Don Semple, and Ryan Westrom, have created a new plan for the Logan Square traffic circle, an unrivaled demonstration of multi-modal transportation harmony. I kid. The plan, which reduces the number of lanes, shortens crosswalk distances, and adds a mix of conventional and protected bike lanes, has received support from the Logan Square Preservation Society, Alderman Colón, and Active Transportation Alliance. And maybe even the Chicago Department of Transportation (CDOT).

Talking transportation with 7th Ward Alderman Sandi Jackson

Moving forward with our projectto interview all 50 Chicago aldermen about their views on sustainable transportation, I recently met with 7th Ward Alderman and Committeeman Sandi Jackson at her office, 7123 S. Yates, directly across from a Metra station. Her district includes parts of the South Shore, South Chicago, and Calumet Heights communities on the Southeast Side.

After defeating incumbent Darcel Beavers in 2007, Sandi took her place in Chicago’s influential Jackson family dynasty. Her husband is Congressman Jesse Jackson Jr., representing Illinois’ 2nd district, which includes the 7th Ward, and her father-in-law is civil rights activist and former presidential candidate Jesse Jackson Sr. As alderman, Sandi has been a strong supporter of the proposal to redevelop the former U.S. Steel plant site, located on the lakefront between 79th and 92nd. The proposed housing and retail development, called Lakeside, would include the Chicago Velo Campus indoor velodrome and multisport complex.

We discussed her commuting habits, the importance of providing multiple transportation options to Lakeside residents, and why she’s excited about the velo campus idea. We also talked about why she’s supporting the city’s Streets for Cycling and bike sharing projects, as well as her own plans to encourage positive pedestrian activity on the ward’s business strips by hiring security guards to patrol the areas.

Talking Transportation with 47th Ward Alderman Ameya Pawar

Continuing with our project to interview all 50 aldermen about sustainable transportation, I recently caught up with Ameya Pawar (A-MAY-ah Puh-WAR) at the 47th Ward service office, 4243 N. Lincoln. His ward includes parts of Lakeview, Roscoe Village, North Center, Roscoe Village and Lincoln Square.

After longtime alderman Eugene Schulter retired last year, Pawar ran a grassroots campaign that defeated Schulter ally Tommy O’Donnell, making Pawar Chicago’s first Asian-American alderman and, at age 30, the youngest current member of City Council. So far he’s shown himself to be a strong advocate for walking, biking and transit, as well as environmentally sustainable street design.

His staff includes Transportation Planner Bill Higgins, a former colleague of Steven’s from UIC’s urban planning program. After studying the ward’s existing bikeways, Higgins proposed building the city’s first neighborhood greenway (AKA bike boulevard, a traffic-calmed, bike-and-pedestrian-priority side street) in the ward on Berteau Avenue (4200 N.) from Lincoln Avenue to Clark Street.

In our interview, Pawar and I discussed his commuting habits, the upcoming Lawrence Avenue streetscape and road diet and the proposal for a new retail and housing development in conjunction with Metra’s Ravenswood station rehab. We also talked about plans for relocating bus stops, his idea to pilot Portland-style street murals as traffic calming, and whether Berteau is a good location for the neighborhood greenway.

Are the upcoming Streets for Cycling projects in good locations?

After attending the West Side and South Side meetings for the Streets for Cycling plan to install hundreds of miles of protected bike lanes and other innovative bikeways, I confess I was a little concerned about the city’s initial plans.

At the meetings, Chicago Department of Transportation (CDOT) staffers announced that a 4.1-mile network of protected bike lanes (PBLs) will be built along the West Side segment of the Boulevard System. Another 1.5-mile segment will be built along Garfield Boulevard (5500 S.) from King to Halsted. CDOT also announced that the city’s first neighborhood greenway (AKA bike boulevard), a traffic-calmed, bike-and-ped-prioritized side street, will be created on a .9-mile stretch of Berteau Avenue (4200 N.) from Lincoln to Clark.

I became more nervous about these locations after I learned that the West Side route and the Berteau greenway were first proposed by aldermen, and that one of the main motivations for putting PBLs on the boulevards is traffic calming. It reminded me of how, when I used to work for the city getting bike racks installed, aldermen would sometimes ask us to install racks at the end of a cul-de-sac to keep cars from driving over the curb, not because anyone would actually want to park a bike there.
