Was Emanuel saying he would use congestion parking tax for bike lanes a fluke?

It’s been a week and a day since Mayor Emanuel gave a speech to Chicago City Council describing the 2012 budget his administration proposes. In that speech he proposed a $2 per weekday tax on people who park in garages downtown and in River North, in order to “invest in new and existing stations, and bus rapid transit stations, expand bike lanes, and other efforts to reduce congestion in the downtown area”.

In the past eight days, it’s been announced that this “congestion premium” would help pay to construct a new Green Line station at Cermark Road, within blocks of McCormick Place, and help launch a bus rapid transit (BRT) system.

But not a single repeat mention of bike lanes. It wasn’t in the press release, no newspaper is talking about it, and the mayor himself hasn’t mentioned it again. To make sure I wasn’t misreading things or hearing him say it wrong, I took a screenshot of the live transcript on the City Clerk’s website.

Fourth line from the bottom and you see “bike lanes”. Right now the city is using general revenue funds to pay for the installation of protected bike lanes; using its own tax revenues for bikeways is something the city has rarely done – the bulk of all bikeway installation is paid for by federal (80%) and state funds.

Riders for Better Transit comments to Metra board

This supports the article It’s fare increase time again at Metra.

Lee Crandell, a manager for the Riders for Better Transit campaign at the Active Transportation Alliance, spoke at both the Chicago Transit Authority (CTA) and Metra board meetings this month. He published his comments to the CTA board and I’m posting his comments to the Metra board below (they’re nearly identical).

Thank you for the opportunity to speak today. My name is Lee Crandell and I manage the Riders for Better Transit initiative at the Active Transportation Alliance. We have 6,800 members across the Chicago region who support our mission to improve conditions for biking, walking and public transportation.

It’s become a Chicagoland tradition that every year around this time, transit riders cross their fingers and hope they won’t be hit with service cuts and fare increases. Unfortunately, it looks like the tradition will continue this year.

There are no winners when our transit agencies are forced to make these tough decisions. As you already know, the consequences of fare increases and service cuts would be far-reaching, impacting our mobility, our economy, our quality of life, our environment, the congestion on our streets. The impact on our daily lives would be very real, making everyday activities more difficult for people from all walks of life—from a child trying to get to school, a worker getting to their job, and a grandmother trying to visit her grandchildren.

As a world-class region, we deserve better. Our transit service should be improving and expanding, not slipping backwards.

Criticizing Metra in this situation is a normal reaction—and certainly on behalf of the riders we represent, we urge you to explore every possible efficiency to prevent fare hikes or service cuts—but ultimately, it’s our elected leaders who hold the purse strings and decide whether our transit agencies will have enough funding to make ends meet. Transit is significantly under-funded because our elected leaders at the local, state and federal levels have put it on the back-burner. And that means we, as transit riders and as voters, also bear some burden of responsibility. Riders for Better Transit will be asking our elected leaders to end the cycle of service cuts and fare increases by increasing investment in transit.

I’m here today to tell you that transit riders are ready to speak up, and we hope you will join us.

Please ask our elected leaders: how are you supposed to fulfill your duties as a Metra board member if they don’t adequately fund transit for our region?

Rahm’s budget proposal and bike lanes

There might be peace in the downtown streets if Mayor Emanuel’s budget is approved by City Council. He proposes a parking garage fee to discourage driving on weekdays. 

I’m reading the live transcript of Mayor Emaneul’s speech to City Council to introduce the “features” of his administration’s 2012 budget proposal. The speech was later emailed to people who signed up for the campaign mailing list. This article will be updated as I find new information.

The interesting stuff?

Congestion

“On a typical workday our central business district is jammed with people which makes it harder to do business, so I’m proposing that downtown congestion premium of $2 per day only on weekdays for parking garages and lots downtown and in River North. We would use this new revenue to invest in new and existing stations, and bus rapid transit stations, expand bike lanes, and other efforts to reduce congestion in the downtown area.”

Excellent! Now will this revenue go to a trust fund so that the revenues can only be spent for this purpose? If not, I surely hope that your budget and spending is transparent where we can see how much the City collects from this fee and how much is spent on those congestion-fighting initiatives.

Congestion Premium for CTA: $28 million

On a typical workday, our Central Business District is jammed with vehicles, which makes it harder to do business.  Our streets are crowded, roads in need of repair and pollution created by drivers is unhealthy for Chicagoans.  Suburban drivers who use city services and infrastructure need to help pay the costs for these things.   The congestion fee is an incentive for drivers to take public transportation or pay more to park downtown.

  • Impose a “congestion premium” on all drivers parking in downtown parking garages and lots on weekdays of $2 per occasion, for a total fee of $5 on the top tier rate. ( $3 on weekends).
  • Impose weekly parking fees where the cost is $60 and above, (tax increase from $15 to $25) and monthly parking where the costs is $240 and above (tax from $60 to $100).

Parking garage owners will not like this.

Heavy vehicles will cost more for drivers

“It’s estimated that 80% of the damage to Chicago’s streets is caused by a small share of heavy vehicles like trucks and SUVs. We are proposing a modest increase for heavy vehicles that do the most damage. If you drive a standard size or small car, the cost of your city sticker will stay at $75. 75% of Chicagoans will see no increase. Heavy vehicle owners will pay $135 for a city sticker, up from $120. Some of the additional revenue will go to fill an additional 160,000 potholes in 2012, nearly a 40% increase over this year.”

The first budget hearing will begin at 9 AM on Wednesday, October 19, 2011.

The public hearing will begin at 11 AM on Wednesday, November 2, 2011.

Rahm also said, “All all these reforms will be guided by principle, by pragmatism, and by progress. Not politics.”

Comparing three Android transit tracker apps

Transit Tracks makes it very easy to find stops near you, and doesn’t place restrictions on how many appear in the map. 

I reviewed only the free versions. Updated October 19, 2011, to add a third transit tracker app.

Englewood Flyover broke ground today – will save 7,500 hours of Metra delays annually

I woke up this morning and saw Gabe Klein tweeting about a groundbreaking ceremony for CREATE P1 (known as the Englewood Flyover), one of the nation’s most important projects (actually a group of 67 projects). It separates freight from passenger rail traffic, and upgrades facilities for smoother and faster switching and travel. The Englewood Flyover will elevate Metra Rock Island District trains (north-south) over Norfolk Southern and Amtrak trains (east-west) in the Englewood and Grand Crossing neighborhoods.

According to the project description on the CREATE website“Metra riders experience more than 7,500 annual passenger hours of delay” – this will be eliminated.

The bridge will be built big enough to carry three tracks (where there are two now) over five tracks (where there are three now). The bridge will begin at about 5700 S LaSalle Street and end at about 6900 S Princeton Avenue. Recovery/stimulus money will pick up most of the construction tab:

The $133 million for the Englewood Flyover includes $126 million in federal funding leveraged through $6.6 million from Governor Quinn’s six-year, $31 billion Illinois Jobs Now!, the largest capital program in state history. A consortium of railroads involved in the CREATE program earlier contributed $3 million toward design costs. (Decatur Tribune)

Illinois Jobs Now! is the capital expenditure plan from Governor Quinn that was signed in 2009 and supported by bonds (debt), and fee and tax increases. The event was also an opportunity to promote President Obama’s American Jobs Act, as Transportation secretary Ray LaHood attended alongside Representative Dan Lipinski and other “politicos”.

Ray, on his Fast Lane blog, wrote more about the impact on jobs:

 A strict “Buy America” requirement ensures U.S. manufacturers and workers receive the maximum economic benefits from this federal investment.  This means that the Englewood flyover project will create nearly 1,500 jobs.

Switching priorities: Giving $27 billion to national transit instead of roads

Congress is “debating” (it doesn’t always seem like a debate but a shouting match full of poorly chosen words) President Obama’s American Jobs Act right now; the latest news is that the Senate has rewritten the bill to add a new 5% tax on income above $1 million. The bill also includes allocations and competitive grant funding for capital* infrastructure projects, for Amtrak, transit, and road (which would include a tiny bit for bicycle and pedestrian projects) and bridge repair and other types. Read the Act.

Infrastructurist has an idea on how that money could be distributed differently:

Take Obama’s latest proposed jobs bill, which includes $27 billion for immediate spending on highways and bridges, and around $9 billion for rail. Clearly, that’s a huge tilt. What about changing that ratio of fund distribution, on the basis that nearly every large city is currently working to introduce transit? In other words, what if we gave $27 billion to transit, and $9 billion to roads?

It’s already been shown that bike lanes and transit projects provide more jobs for the dollar than road building.

Bicycling infrastructure creates the most jobs for a given level of spending: For each $1 million, the cycling projects in this study create a total of 11.4 jobs within the state where the project is located.

…road-only projects create the least, with a total of 7.8 jobs per $1 million. (Reuters)

We’re for giving transit the funding priority.

*In some cases the bill allows for 10% of the money received to be used for operating expenses.
