Navy Pier Flyover alternative design followup: New renderings and ideas

The above rendering shows how the Grid Chicago alternative proposal would utilize the right-most northbound lane as a two-way bicycle path. I still recommend a Jersey-style concrete barrier but bollards are used for display purposes so you can better see how the road is used by the path. Rendering by Erich Stenzel. 

I’ve biked through the Navy Pier Flyover project area a few more times since proposing an alternative in late June. I’ve crafted a few more ideas, based on discussions here and on The Chainlink. Additionally, Erich Stenzel has created two renderings of the proposal’s match to “Phase 1” (the section of the Lakefront Trail south of the Chicago River north to Illinois Street; there are two other construction phases). Lastly, in reading some of the public meeting and other documents, I’ve learned a few interesting things about the project.

Modified ideas

1. The proposal doesn’t necessarily have to compete with all three segments of the Navy Pier Flyover. The proposal is an immediate solution to the issues. This is apparent because there was an immediate and effective solution in 2009 when the Lake Shore Drive Bridge sidewalk that *all* Lakefront Trail users pass over was inaccessible. The converted travel lane over Lake Shore Drive Bridge, through Illinois Street and up to Grand Avenue, could be built in 48 hours with a little asphalt (south of the bridge) metal plates, guardrails, and Jersey barriers.

The segment over the Lake Shore Drive bridge will be bid out in fall 2013 and constructed in 2014, according to one of the documents I received in response to my information request. This leaves enough time for the design to be amended to incorporate this part of the Grid Chicago alternative proposal. The Maya Hirsch settlement will help save the lives of other Chicago children

On Wednesday Chicago City Council approved a $3.25 million settlement with the family of Maya Hirsch, a four-year-old girl who was killed by a hit-and-run driver in Lincoln Park, possibly due to poorly placed signs and faded crosswalks. Under the Emanuel administration the city has ramped up its efforts to improve pedestrian safety, but the settlement highlights the need to continue these efforts, which will help prevent similar tragedies.

On the afternoon of May 20, 2006, after visiting the Lincoln Park Zoo, Maya and her mother and older brother were crossing the intersection of Belden Avenue and Lincoln Park West to catch a cab when Michael Roth, 57, driving northbound, ran the stop sign. Roth, who had worked as a driving instructor in the early 1980s, but had his driver’s license revoked for several years after two DUI convictions, had a valid license at the time of the crash.

Ladies’ choice: why do some women prefer to walk in the street?

I’ve noticed it’s common for young women in Chicago to walk in the middle of the street when there are sidewalks available. I always assumed that it’s a strategy to avoid getting jumped by a would-be attacker hiding behind a tree or in the bushes. This personal safety issue is one that I, as a man who does most of his walking in areas with relatively low crime rates, have the privilege of not thinking much about.

On the other hand, I often see women walking in the street in “safe” neighborhoods, in broad daylight. This was the case last Sunday when I biked past Jacqueline and Caitlin, who were strolling west on the 2100 bock of West Rice Street in Ukrainian Village around 4 pm. I hit the brakes and asked if I could interview them on the subject for this blog, and they politely humored me.

Halting words: Klein and Smith discuss the new “Stop for Pedestrians” signs

The Chicago Department of Transportation (CDOT) recently began the process of installing hundreds of signs citywide in an effort to educate motorists about the state law requiring them to stop for pedestrians in the crosswalk. The signs cost $400 each, sited and installed, a relative bargain for infrastructure that will raise awareness of pedestrian safety, calm traffic and possibly save lives.

At a press conference yesterday in Lincoln Park by the Brown Line’s Diversey station, CDOT Commissioner Gabe Klein and 43rd Ward Alderman Michele Smith discussed the benefits of the signs. They also crossed Diversey several times to demonstrate the signs’ effectiveness, with drivers usually, but not always, stopping for them without being prompted. The event was particularly timely because the previous night a young girl named Monet Robinson was killed by a hit-and-run driver on the West Side. Here’s a transcript of Klein’s speech:

Fatality tracker: 5-year-old girl killed in hit-and-run crash

2012 Chicago fatality stats*:

Pedestrian: 7 (6 have been from hit-and-run crashes)
Pedalcyclist: 0
Transit: 5

Be on the lookout for a green, four-door Pontiac Grand Am with extensive damage to the passenger side front headlight that the Chicago Police Department said was involved in a crash with a 5-year-old girl named Monet Robinson, who died at Mount Sinai Hospital less than 30 minutes after the collision (on Monday, July 2). Police officer Daniel O’Brien said that they are searching for a male driver in his 20s, according to CBS Chicago.

The crash occurred in the 1500 S Millard Avenue block in the North Lawndale neighborhood. Below is a Street View image of the block. According to our tracking for 2012, this is the eighth pedestrian traffic fatality, and the sixth hit-and-run pedestrian fatality. In 2010, the last year for which compiled data is available (from the Illinois Department of Transportation), there were 22 pedestrian deaths until July 2, 2010.

At a press conference in Lincoln Park today to highlight new “stop for pedestrians in crosswalk” signs, transportation commissioner Gabe Klein offered his condolences and mentioned that automated speed enforcement cameras might have been able to film the collision. He said that the crash location was between two schools; speed cameras are only allowed to be placed within 1/8 mile of schools and parks.

“Stop for Pedestrians” signs show up in Andersonville and Lincoln Park

Kevin Zolkiewicz posted photos this morning of Chicago Department of Transportation (CDOT) workers installing new signs at Clark Street and Olive Avenue, and Clark Street and Summerdale Avenue, that inform drivers that they must stop for pedestrians in crosswalks. He adds:

These signs were added to this year’s list of menu items that alderman can select as part of their discretionary budget. Expect more to pop up around Chicago very soon.

This means that any alderman can use their annual $1.3 million “menu” fund to install these in the ward, alongside benches, bike lanes, street resurfacing, and a variety of other capital projects. Zolkiewicz went on to say why the signs are being installed:

State law was changed in July 2010 to require drivers to stop, and not just yield, to pedestrians in unsignalized crosswalks. But most drivers in Chicago haven’t gotten the message. These signs have been shown to increase compliance with the law.

The law applies to people in marked crosswalks and “in” unmarked crosswalks. We explained the difference in an earlier post.

The first of 19 signs in the 43rd ward (Michelle Smith) was installed on Thursday, June 28, at 1700 N Stockton Drive, according to Bike Walk Lincoln Park. Other streets in the ward to receive them will be Lincoln Avenue, Clark Street, Diversey Avenue and Belden Avenue (see exact locations).

Two intersections in the 47th ward (Ameya Pawar) will be installed this year, at Addison Avenue and Hoyne Avenue, and Addison Avenue at Hermitage Avenue. View a list of other projects in the ward that will funded by the alderman’s discretionary “menu” funds (.pdf).
