Strategies in the Pedestrian Plan: Remove all channelized right turns in 3 years

A right-turn channelization from southbound Kedzie Avenue to northbound Milwaukee Avenue. From 2005-2011 there were 7 pedestrian crashes (including a fatal hit-and-run crash in 2009) and 4 bicycle crashes. The crash data do not allow me to relate any of them to a specific hazard at this location. 

The groundbreaking Chicago Pedestrian Plan says goodbye to this pedestrian safety hazard. I can’t wait to say goodbye to the right-turn channelization on northbound Elston Avenue at Ashland Avenue (why? one, two, three).

Goal: Improve non-standard intersections

You’ll find the right-turn channelization (characterized by the presence of an additional crosswalk and often a concrete island) most often at intersections with diagonal streets. The Chicago Pedestrian Plan, in Goal 8 of the “Connectivity” chapter, will “remove all channelized right turn lanes by 2015”. This is an excellent idea because it reduces crossing distance, reduces car travel speeds (which is the determining factor of an injurious or fatal crash), and reduces the likelihood of a right-angle (t-bone) crash. Fatality tracker: 5-year-old girl killed in hit-and-run crash

2012 Chicago fatality stats*:

Pedestrian: 7 (6 have been from hit-and-run crashes)
Pedalcyclist: 0
Transit: 5

Be on the lookout for a green, four-door Pontiac Grand Am with extensive damage to the passenger side front headlight that the Chicago Police Department said was involved in a crash with a 5-year-old girl named Monet Robinson, who died at Mount Sinai Hospital less than 30 minutes after the collision (on Monday, July 2). Police officer Daniel O’Brien said that they are searching for a male driver in his 20s, according to CBS Chicago.

The crash occurred in the 1500 S Millard Avenue block in the North Lawndale neighborhood. Below is a Street View image of the block. According to our tracking for 2012, this is the eighth pedestrian traffic fatality, and the sixth hit-and-run pedestrian fatality. In 2010, the last year for which compiled data is available (from the Illinois Department of Transportation), there were 22 pedestrian deaths until July 2, 2010.

At a press conference in Lincoln Park today to highlight new “stop for pedestrians in crosswalk” signs, transportation commissioner Gabe Klein offered his condolences and mentioned that automated speed enforcement cameras might have been able to film the collision. He said that the crash location was between two schools; speed cameras are only allowed to be placed within 1/8 mile of schools and parks.

“Stop for Pedestrians” signs show up in Andersonville and Lincoln Park

Kevin Zolkiewicz posted photos this morning of Chicago Department of Transportation (CDOT) workers installing new signs at Clark Street and Olive Avenue, and Clark Street and Summerdale Avenue, that inform drivers that they must stop for pedestrians in crosswalks. He adds:

These signs were added to this year’s list of menu items that alderman can select as part of their discretionary budget. Expect more to pop up around Chicago very soon.

This means that any alderman can use their annual $1.3 million “menu” fund to install these in the ward, alongside benches, bike lanes, street resurfacing, and a variety of other capital projects. Zolkiewicz went on to say why the signs are being installed:

State law was changed in July 2010 to require drivers to stop, and not just yield, to pedestrians in unsignalized crosswalks. But most drivers in Chicago haven’t gotten the message. These signs have been shown to increase compliance with the law.

The law applies to people in marked crosswalks and “in” unmarked crosswalks. We explained the difference in an earlier post.

The first of 19 signs in the 43rd ward (Michelle Smith) was installed on Thursday, June 28, at 1700 N Stockton Drive, according to Bike Walk Lincoln Park. Other streets in the ward to receive them will be Lincoln Avenue, Clark Street, Diversey Avenue and Belden Avenue (see exact locations).

Two intersections in the 47th ward (Ameya Pawar) will be installed this year, at Addison Avenue and Hoyne Avenue, and Addison Avenue at Hermitage Avenue. View a list of other projects in the ward that will funded by the alderman’s discretionary “menu” funds (.pdf).

The adoption of a speed camera system in Chicago is multi-faceted: it goes beyond encouraging people to speed less (which would increase the safety of all people in the streets), but touches on other issues like surveillance and how contracts and bidding are conducted. It has also induced people to think about other ways the city can achieve the same safety goals (fewer crashes, injuries and fatalities).

This post is part 3 of 3 about the hearing in council chambers on Wednesday, April 11, 2012, I will synthesize the concerns the aldermen discussed, their frustrations with how the automated speed camera enforcement system would work, and disappointment in being unable to receive (for weeks) the information they requested. I apologize profusely if there’s inaccurate information (like, are there really 85 schools with basketball programs?); I may have written that information down incorrectly as it’s hard to understand everyone if they don’t speak properly into the microphone.

What is an unmarked crosswalk?

At the corner of Schaumburg and Barrington Roads in Schaumburg, Illinois, sits an unmarked crosswalk. Can you see it? There are no pedestrian signals here, so follow the signals for cars. Good luck. 

I posted my “Can we cross Belmont Avenue?” story in full to EveryBlock to get some reactions from neighbors who would be familiar with that specific crossing. As I suspected, there would be confusion about what the laws in Illinois say about the required behaviors of drivers when they encounter people trying to cross the street.

From Active Transportation Alliance promotional materials (pdf), it says,

As of 2010, Illinois drivers must come to a complete stop for pedestrians in all crosswalks. Previous law required them to yield and stop when necessary.
