Strategies in the Pedestrian Plan: Skinny streets

This rough drawing shows what could be done with the extra space if Haddon Avenue was narrowed and remained one-way. It doesn’t show what the street would look like if it were two-way. The drawing shows two scenarios with features that use the land reclaimed from asphalt: the first shows a cycle track. A speed limit sign says “neighborhood speed limit” (a number is left off so residents decide what speed is appropriate for their street). The second scenario has a rain garden in the land reclaimed from asphalt, to help with stormwater management. Both scenarios have permeable pavers in the parking lanes. 

The first-ever Chicago Pedestrian Plan will be introducing a lot of new concepts and ideas to Chicagoans (and even this transportation planner) about how to make the pedestrian experience safer, more comfortable, as well as more enjoyable. This post will be one of the occasional articles on strategies in the Pedestrian Plan.

What it says: “After the severe winters of 1978 and 1979, many of Chicago’s streets were converted from two-way to one-way to improve mobility during the winter and to allow plows to go through. However, two-way streets have many advantages over one-way streets. These ‘skinny streets’ reduce vehicle speeds and can also increase connectivity for all users by providing more ways to traverse the city’s grid. Skinny streets should be considered on all one-way streets that are wider than 30 feet.”

Open Streets, closed coffers: City Hall takes a pass on Chicago’s ciclovia.

Note: I wrote this piece early last week, a few days before Open Streets in the Loop took place on Saturday. As predicted, it was a wonderful event, with even more fun stuff going on than last year. As always, it was thrilling to see a street that’s normally clogged with motor vehicles turned over to positive human interaction. Next Sunday’s Open Streets Wicker Park/Bucktown, on bustling Milwaukee Avenue through bike-crazy neighborhoods, should be even better. It takes place on Milwaukee from Ashland to Western Avenues from 10 a.m. to 3 p.m. See Steven’s thoughts on the downtown event below my article.

Last year I wrote a Newcity cover story with the subtitle, “Can Open Streets downtown sell City Hall on future ciclovias?” For this year at least, the answer was no.

Since 2005 I’ve been chronicling the Active Transportation Alliance’s valiant efforts to stage ciclovías, Latin-American-style events that shut down streets to cars traffic, encouraging healthy recreation, community and commerce. It’s hard to believe I still have to report on the relative lack of support from the city, especially since Rahm Emanuel and Chicago Department of Transportation (CDOT) commissioner Gabe Klein have generally been terrific on sustainable transportation issues.

Fatality Tracker: Hit-and-run of pedestrian on Damen overpass, but charges filed

2012 Chicago fatality stats*:

Pedestrian: 19 (9 have been hit-and-run crashes)
Pedalcyclist: 4 (1 is a hit-and-run crash)
Transit: 6

Robert Butler, a 51-year-old resident of Bellwood, Illinois, was killed in a traffic crash on Friday, September 7, at 4:30 AM, on the Damen Avenue overpass of the Stevenson Expressway. He was a pedestrian in probably the least-pedestrian friendly area in the region. The driver and his passenger were arrested; the driver, Anthony Castillo, 23, was apprehended less than a mile away in the McKinley Park neighborhood and charged with:

  • Reckless Homicide-Motor Vehicle
  • Leaving the Scene of an Accident w/Injury or Death
  • Possession of Controlled Substance
  • Failure to Reduce Speed

The passenger was charged with misdemeanor possession of cannabis. This story was originally reported by the Chicago Tribune. Alderman Dowell goes to Denmark

3rd Ward Alderman Pat Dowell wasn’t always a bicycle-friendly politician. But she says a recent visit to bike-crazy northern Europe opened her eyes to the potential benefits of cycling for her South Side constituents.

Dowell’s Near South district includes parts of Bronzeville, Kenwood, Oakland, Douglas, and the South Loop. Last February, as part of Rahm Emanuel’s plan to build one hundred miles of car-protected bike lanes within his first term, the Chicago Department of Transportation (CDOT) proposed installing protected lanes along Martin Luther King Drive in her ward. But local church leaders opposed the lanes because they feared they would impact Sunday parking and because they felt the white posts used to delineate the lanes would detract from the aesthetics of the historic boulevard, says CDOT project manager Mike Amsden. As a result, the project stalled.

The Berteau Greenway moves forward without traffic diverters

When I attended a community meeting about the proposed Berteau Street “neighborhood greenway” last March, the following comment was representative of some 47th Ward residents’ panicked reaction to the idea of their street being reconfigured. “It’s going to create havoc and unnecessary confusion and problems and an inability to get in and out of our neighborhoods,” one local woman said to Chicago Department of Transportation (CDOT) and 47th Ward staffers at the assembly. “So I’m asking you to rethink what you’re doing.”

Neighborhood greenways, known as “bike boulevards” in other cities, are residential streets where speeding and cut-through traffic are discouraged through the use of traffic calming devices and/or traffic diverters – bump-outs, cul-de-sacs and other structures which prevent cars from driving down the entire length of the street or making certain turns. Meanwhile, contraflow bicycle lanes allow bikes to travel in both directions on one-way sections, and the traffic diverters have cutouts that permit cyclists to continue unimpeded.
