Updated March 16, 2012: I’ve recategorized this as a pedestrian death, and not a transit death. Also changed the deceased’s home location and corrected the Street View.

Gardenia Boyer, 23, from the Brainerd neighborhood, was struck and killed by an empty Metra train at 95th Street and Vincennes Avenue on the Rock Island branch going south towards Blue Island, Illinois. It happened on Wednesday morning, around 7 AM. She was walking east on 95th Street. There are two tracks here. Walking on 95th Street never seems like a good idea: the first fatality tracker post was about two people killed while crossing 95th Street. Will 47th Ward residents learn to love the bike boulevard?

A few weeks ago I contacted Mike Amsden, lead planner for the Chicago Department of Transportation’s Streets for Cycling initiative, to ask why CDOT chose Berteau Avenue (4200 N.), from Lincoln to Clark, to be the city’s first “neighborhood greenway” (AKA bike boulevard.) One of the main reasons he mentioned is that the project lies entirely within one ward, the 47th, and there’s enthusiastic support from local alderman Ameya Pawar. Amsden also told me he’s also gotten positive feedback from folks along Berteau who want to see cut-through traffic reduced. “We’ve heard from a few nearby residents who are really excited about it,” he said. Here’s a map of the location.

Last week at a block club meeting about the proposed greenway at a Ravenswood church, I learned firsthand how important it is that the project is slated for only a short stretch of roadway (.9 miles) and has strong aldermanic backing, because it’s turning out to be more controversial than I expected. There were over 50 people in attendance and many of the attendees said they’re afraid that the project will create chaos for drivers.

Thoughts on car sharing and the folding car

This morning, RelayRides will announce it is updating its system on how neighbors share cars. Before, only cars with OnStar and smart card systems could be used (like how I-GO and ZipCar operate now). The change is that anyone with a car can sign up to lend it, for as little as $5 per hour, using a key exchange: the owner and the renter arrange to transfer the key.

I’m looking forward to seeing how this works in practice. I’m going to convince my roommates and friends to sign up their cars. Individual car ownership does not bode well for our society, economy, and environment. The kinds of cars we own have a less significant impact than how we drive them. How we drive is what makes our car culture. The one that costs us more than we can afford, pollutes the environment, and sustains a sedentary lifestyle. Many of you have been contacting our office regarding speeding cars, cut-through traffic and community safety. We have been working with the Mayor’s office and CDOT to identify innovative ways to increase pedestrian safety in our neighborhoods. Mayor Emanuel and CDOT recently released the Bike 2020 plan – simultaneously, our office has been looking at ways to increase safety, keep traffic moving effectively and make our ward more bicycle and pedestrian friendly. The result: we are studying the possibility of installing a Neighborhood Greenway on Berteau Ave from Clark Street to Damen Avenue. This stretch of Berteau has a high volume of traffic safety complaints and intersects four existing recommended bike routes. What’s a Neighborhood Greenway? It is a residential street where pedestrians, cyclists, and drivers can all share the road safely. Transportation bill update for March 2nd, 2012

Update March 5, 2012: Cloture vote is Tuesday, March 6th, via Smart Growth America

Republican leadership in the House has essentially admitted that their multi-year surface transportation bill needs to be reworked. Read all our past coverage on it. The Chicago Metropolitan Agency for Planning, our region’s metropolitan planning organization, is doing a great job keeping up with this on their blog and in their weekly newsletter. From today’s newsletter:

Transportation reauthorization update. This week, the U.S. House of Representatives discussed replacing their initial 5-year reauthorization bill, the American Energy and Infrastructure Jobs Act (AEIJA), with a reduced 18-month program.

This proposal would fund federal transportation programs through mid-2013, and would reconnect mass transit funding to the Highway Trust Fund. Also this week, the U.S. Senate failed to advance one of the non-germane amendments that have been attached to Moving Ahead for Progress in the 21st Century [MAP-21, the Senate’s version of a surface transportation bill]), the two-year reauthorization bill. Senate Majority Leader Reid announced that he intends to file cloture on the substitute amendment to MAP-21 [cloture requires 60 votes to pass – the Democratic caucus controls only 53 seats]. The vote is scheduled for March 6.

What else is happening? The Senate has included the Cardin-Cochrane amendment that gives metro areas control over bicycle and pedestrian infrastructure spending.
