Might as well Jump! The CTA debuts a stepping-stone to bus rapid transit

I’d been looking forward to riding the new J14 Jeffery Jump bus service for a few weeks now. It was a chance to participate in a small but significant turning point in the history of the CTA. The Jump is a new express bus along Jeffery Boulevard (2000 East) on the South Side, incorporating several elements of bus rapid transit (BRT) and hopefully paving the way for full-blown BRT downtown, on Ashland Avenue and/or Western Avenue within a few years.

In a nutshell, BRT brings buses up to subway-like speed via special infrastructure on the existing roadway, at a fraction of the cost of creating new rail lines. Ideally, BRT includes dedicated bus lanes, center running buses, stations in the median where customers pre-pay before boarding, traffic signals that turn green when a bus approaches and other features.

The Jump, funded by an $11 million Federal Transportation Administration grant, is essentially BRT lite, but it’s definitely a step in the right direction. Dedicated bus lanes only exist on a portion of the sixteen-miles Jeffery route, a two-mile stretch from 67th to 83rd Streets, and only during rush hours. From 7 – 9 am weekdays, parking is banned on the east side of the street to accommodate inbound bus traffic, and vice versa for outbound buses during the evening commute from 4 – 6 pm.

Business as usual: Wells Street bridge closure detour falls short of “8 to 80” bike planning

A variable message sign on Wells Street at Hubbard directs traffic to LaSalle Street. There was no sign directing bicyclists, which is odd because this route on June 26, 2012, saw 679 riders from 7-9 AM at Chicago Avenue. 

The Wells Street bridge closed on Monday, November 5, to all traffic (the sidewalks were open in the morning) so that the bridge can be rebuilt; a new concrete deck will be constructed providing a safer surface for bicycling. The Chicago Department of Transportation estimates construction will finish by December 1, 2013. To reroute traffic, CDOT posted a map and plan showing different detour routes for different transportation modes: one each for pedestrians, bicyclists, drivers, and bus operators.

Information on the street, however, doesn’t match the plan. People on bikes are directed by the map to turn left from Wells Street onto Kinzie Street and then use Clark Street to cross the river. Yet a variable message sign on Wells Street directs Wells Street traffic to use Illinois Street. One Grid Chicago reader told us that changing lanes on his bicycle, during morning rush hour, from the bike lane on Wells Street to make a left onto Kinzie Street was difficult because many drivers were not turning left onto Illinois Street; in the subsequent days he took Clark Street from the north but found traffic to be worse. Active Trans takes an active role in supporting the growth of green lanes

After a lull earlier this fall, the Chicago Department of Transportation (CDOT) is moving full speed ahead expanding the city’s bikeway network. Mayor Rahm Emanuel has committed to building 150 miles of green lanes (110 miles protected and 40 miles buffered) by 2015. Earlier this year CDOT bikeway project director Mike Amsden told me he hoped to reach a total of thirty miles of green lanes before construction season ends this year.

The department recently striped several new stretches of buffered lanes on Chicago’s North, South and West sides. Crews are currently finishing a 1.3-mile section of protected lanes on 31st Street, as well as a continuous 3.5-mile network of protected lanes along the city’s historic boulevard system. Another ten miles of green lanes are still on the table for this fall, including a “game-changing” two-way protected lane on Dearborn Street through the heart of downtown. With the current flurry of activity it’s very possible CDOT will win its race against time.

Fatality Tracker: Driver turns truck right in front of cyclist, killing him

2012 Chicago fatality stats*:

Pedestrian: 22 (10 have been hit-and-run crashes)

Skateboard: 1 (1 is a hit-and-run crash)

A person riding a bike on westbound Augusta Boulevard was killed this morning when a driver of a truck traveling in the same direction turned right onto northbound Ashland Avenue. The crash happened at “about 10 AM”. The Chicago Tribune reports:

The Cook County medical examiner’s office said the man was in his 50s and was pronounced dead at 10:35 a.m.

The driver of the truck, Danny Darling, 47, of Michigan City, Ind., remained at the scene and was ticketed for making an improper right turn, Mirabelli said.

There is a discussion about this on EveryBlock, with details from apparent witnesses. In 2011, 7 bicyclists died in traffic. An improper right turn is another name for “right hook”, which is regulated by Municipal Code of Chicago 9-16-020. In this case it carries a fine of $500.

Life in the bus lane: can Chicagoans be convinced to make a switch?

“It comes down to: how do Chicagoans want their streets?” said Chris Ziemann, the city’s bus-rapid-transit project manager, as we drank coffee downstairs from the Chicago Department of Transportation’s (CDOT) downtown headquarters last week. “Do they want them to be congested every day at rush hour with gridlocked vehicles? Or do they want fast, reliable bus service and nice, comfortable conditions for walking?”

As car-dominated transportation systems become increasingly dysfunctional, more U.S. cities are looking to bus rapid transit (BRT) as a solution. BRT delivers subway-like speed and efficiency at relatively low costs through upgrades to existing streets rather than new rail lines. These improvements can include dedicated bus lanes, pre-paid boarding at stations in the road median, bus-priority stoplights and more. BRT is already common in Latin America, Europe and Asia, and it’s currently being piloted in dozens of American cities.

CDOT and the Chicago Transit Authority are partnering on several BRT projects in various states of completion. A proposal to build corridors along Western and/or Ashland avenues may include removing two of the four travel lanes on each street and replacing them with bus lanes, a scheme that would have been unthinkable just a few years ago. “This is politically the best opportunity for bus rapid transit that Chicago’s ever had or might ever have in the future,” Ziemann says. “Mayor Emanuel and [CDOT Commissioner] Gabe Klein really get BRT, and they want it to happen as part of their sustainable transportation policies.”

Strategies in the Pedestrian Plan: Remove all channelized right turns in 3 years

A right-turn channelization from southbound Kedzie Avenue to northbound Milwaukee Avenue. From 2005-2011 there were 7 pedestrian crashes (including a fatal hit-and-run crash in 2009) and 4 bicycle crashes. The crash data do not allow me to relate any of them to a specific hazard at this location. 

The groundbreaking Chicago Pedestrian Plan says goodbye to this pedestrian safety hazard. I can’t wait to say goodbye to the right-turn channelization on northbound Elston Avenue at Ashland Avenue (why? one, two, three).

Goal: Improve non-standard intersections

You’ll find the right-turn channelization (characterized by the presence of an additional crosswalk and often a concrete island) most often at intersections with diagonal streets. The Chicago Pedestrian Plan, in Goal 8 of the “Connectivity” chapter, will “remove all channelized right turn lanes by 2015”. This is an excellent idea because it reduces crossing distance, reduces car travel speeds (which is the determining factor of an injurious or fatal crash), and reduces the likelihood of a right-angle (t-bone) crash.
