Speed cameras: Aldermen express their concerns at hearing (part 2 of 3)

The adoption of a speed camera system in Chicago is multi-faceted: it goes beyond encouraging people to speed less (which would increase the safety of all people in the streets), but touches on other issues like surveillance and how contracts and bidding are conducted. It has also induced people to think about other ways the city can achieve the same safety goals (fewer crashes, injuries and fatalities).

This post is part 2 of 3 about the hearing in council chambers on Wednesday, April 11, 2012, I will synthesize the concerns the aldermen discussed, their frustrations with how the automated speed camera enforcement system would work, and disappointment in being unable to receive (for weeks) the information they requested. I apologize profusely if there’s inaccurate information (like, are there really 85 schools with basketball programs?); I may have written that information down incorrectly as it’s hard to understand everyone if they don’t speak properly into the microphone.

Speed camera hearing generates a new question for every one answered (part 1 of 3)

I am trying a different method to write this article. The hearing I attended for three hours conveyed a lot of complex information and sentiments and it’s going to be very difficult for me to communicate all of those things, especially for those who’ve never attended or watched a city council meeting or committee meeting. I want Grid Chicago readers to have the best information so they can converse with their aldermen in the next few days about speed cameras before the ordinance goes to the full council for voting on April 18, 2012. With that in mind, I have broken the information into easy to follow sections about what happened (what, when, where, who, why) and, in a second post later today, into categories for what people said (operations, contracts, safety). At the end will a full list of aldermen who spoke and my interpretations of their concerns.

What happened Wednesday

There was a hearing to consider Mayor Emanuel’s proposed update to the existing “automated traffic enforcement system” ordinance in Chicago, more commonly known as the speed camera ordinance, but officially titled “Establishment of Children’s Safety Zones program” (see our full coverage of speed cameras). It’s extremely important to note that there was a revised ordinance that was completed moments before the hearing for the committee to consider. 46th Ward Alderman James Cappleman expressed his displeasure at being unable to read the revised ordinance because he didn’t receive it until 5 minutes before the hearing began.

“Bicycle Pugilists 1” by Marnie Galloway

Saturday I dropped by the opening for Cycle-Pedia, a new show of prints celebrating cycling and other forms of human-powered transportation at Chicago Printmakers Collaborative, 4642 N. Western in Lincoln Square, 773-292-2070. This very cool space allows print artists to have an excellent work environment for reasonable rent by pooling their resources. The opening included free bicycle tune-ups and featured a plethora of witty images of cycling, skateboarding and more. The show runs until April 30.

Bike Winter fashion show: Pretty bikes and the clothes were nice, too!

Last night John and I attended the Bike Winter closing party and fashion show, at the Gala Gallery (1000 N Milwaukee Avenue). Al Schorch was hilarious as the emcee, as usual. The event was one of many fundraisers throughout the year for West Town Bikes, a community DIY and learning bike shop in Humboldt Park.

Rallying the community around the Bloomingdale Trail, a project for open space, art, and active transportation

Meet Maggie Martinez. She was the final commenter at last night’s final public meeting for the development of the Bloomingdale Trail framework plan*. And what a final comment she made. If I had known it was going to be a rousing call to action for supporting youth in arts and cycling, and the benefits of the project for the Humboldt Park and nearby communities, I would have filmed it. Instead you get this (pretty good) photo, the audio of her speech, and a transcript.

The Bike Swap on Saturday was an informative event

Thank you to the tens of people who visited the Grid Chicago table at the Chicago Bike Swap in the Pulaski Park Fieldhouse on Saturday. We thoroughly enjoyed talking to current and (hopefully) new readers of our blog. We handed out pins, business cards, and demonstrated the site. Since there was no wifi or electricity available, we improvised: we showed off the website with an iPad and a mobile hotspot. MobileCitizen generously lent us the mobile hotspot for the day. I was also able to talk to people about the Get Lit campaign.

In addition to the myriad organizations signing up interested guests, and shops selling bike parts, handlebar smartphone holders, and cycling caps, there were many great presentations. I filmed two: a Q&A on bicycling with kids with three Logan Square parents called “Kids in the Saddle: Raising the Next Generation of Cyclists”; and “Decade of Revolution: the Rise of Bicycle Transportation in Chicago”.
